What's Happening Now on Lulu Island

Reported 25–26 August 2026 · Al Lulu Island Abu Dhabi

The long-dormant Lulu Island Abu Dhabi development appears to have entered a new phase. As of 25–26 August 2026, construction activity has been confirmed on Al Lulu Island, with heavy machinery — including cranes and excavators — and workers transported to the island by boat observed on site.

This marks a significant shift from years of planning and false starts to what looks like active execution. Eagle Hills Properties, the Abu Dhabi developer headed by Mohamed Alabbar, is behind the current Lulu Island redevelopment effort. Eagle Hills is also developing Ramhan Island, another major island project in the emirate.

Public reporting indicates that reclamation on the man-made island was completed in 1992, with initial construction beginning in the late 1980s. Despite multiple masterplans and a brief public opening in 2007, the island has remained largely undeveloped for over a decade. The current Eagle Hills Lulu Island activity represents the most concrete progress seen in years — though no official project name, masterplan details, unit count, pricing, or launch timeline has been announced.

The Island

About Al Lulu Island Abu Dhabi

Location

Lulu Island sits approximately 500 metres off the Abu Dhabi Corniche, directly facing the city centre. Its waterfront position makes it one of the most strategically located land masses in the emirate.

Size & Origin

The island covers approximately 400–470 hectares depending on source. It is a man-made island built from reclaimed sand, with construction beginning in the late 1980s and reclamation completed in 1992.

The Name “Al Lulu”

Al Lulu means “the pearl” in Arabic, connecting the island to Abu Dhabi's rich pearling heritage. Both “Lulu Island” and “Al Lulu Island” are commonly used to refer to the same location.

Plan Abu Dhabi 2030

Al Lulu Island is referenced within Plan Abu Dhabi 2030 — the emirate's key urban framework — as an important element of Abu Dhabi's long-term development vision. The current Eagle Hills Lulu Island Abu Dhabi redevelopment sits within this broader planning context, though specific project parameters under the 2030 framework have not yet been officially published by the developer.

Past Attempts

A Long History of False Starts

Lulu Island Abu Dhabi has seen multiple development attempts over nearly four decades. All plans described below are historical and abandoned — they are not the current Eagle Hills Properties redevelopment.

  1. Reclamation begins

Construction of the man-made Lulu Island begins, with sand reclamation from the seabed off the Abu Dhabi Corniche.

  2. Reclamation completed

Sand reclamation on Al Lulu Island is finished, creating an island of approximately 400–470 hectares.

  3. Lulu Island Corporation established

A dedicated corporation is formed to oversee development — one of several institutional attempts that would follow.

  4. Sorouh Real Estate masterplan (abandoned)

Sorouh Real Estate unveils a masterplan with Arquitectonica for Lulu Island Abu Dhabi. The plan did not proceed and is not related to the current Eagle Hills project.

  5. Brief public opening

The island opens to the public with restaurants, cafes, riding tracks, lakes, and a ferry service — a recreational phase that would prove short-lived.

  6. Ferry suspended — island dormant

The ferry service to Lulu Island is suspended. The island falls dormant and remains largely undeveloped for over a decade.

  7. SOM "Lulu Tower" concept (never built)

Skidmore, Owings & Merrill (SOM) proposes a 75-storey clam-shaped "Lulu Tower" for the island. The concept was never built.

  8. Sasaki masterplan study (not built)

Sasaki produces a masterplan study envisioning 15 neighbourhoods across ~4.73 million sqm. This was a planning exercise only — not the current Eagle Hills redevelopment.

  9. Current

    Eagle Hills construction confirmed

Heavy machinery, cranes, excavators, and workers transported by boat are observed on Al Lulu Island, confirming active construction by Eagle Hills Properties.
